A Waste Management employee is seen on video manipulating cardboard in a dumpster to make it appear overfilled, the customer was then charged extra. When confronted with VIDEO, Waste Management said they investigated and "...determined that the driver made an error in process, causing the overage charge...This was unintentional...". WM wants us to believe that purposely unlocking a dumpster, opening the lid, moving garbage around to prop the lid open, taking a picture and then sending extra fees is "unintentional."
