Update: Package was finally delivered on the third day without an additional payment request this time. Why wasn’t that done the previous day? I had already paid the associated fees. Then I had to spend several hours on the phone with UPS in order it to be delivered correctly today. I don’t get why it wasn’t better communicated to the driver that I had already paid the custom fee on their previous delivery attempt. It puts them in a bad position.
