The reason for my being at the location of Rockview apartments is that I assist a stroke patient on the 3rd floor of this facility. This morning there was an encounter with a driver who initially parked at a red colored curb. Upon my attempting to leave, he backed up and blocked the entrance where I would be able to exit premises and when I got out of my vehicle to explain that it would take only a couple of minutes, he rudely yelled his dropping off duty.
