If I could rate 0 I would. I was an occupant of these apartments for 2 years and he let a family move under us who was infested with cockroaches. Before that we had never seen spiders so when we started to see them he took no actions until it affected 3 other apartments he also did not notify any one in the apartments that there were bed bugs so soon later everyone in the apartments had them and left everyone responsible for their own apartments to be treated.
