I tried calling to see what type of jobs they are hiring for. They asked me what I was looking for. I then let them know I am a head hunter and have a Civil engineer they may be interested in. Before I could even finish asking who I was speaking with. They rudely hung up. I understand if you do not work with head hunters. However, there is a much more professional way of getting your point across. We are here in this world together trying to make a living. You can say no while being professional about it.
