They have zero control over the clients, who regularly wander off the site and onto private properties in this quiet, residential neighborhood in a rural town. A tremendous amount of taxpayer dollars are regularly wasted when emergency services have to participate in efforts to corral wayward teenagers who have serious psychological and emotional problems.
