Toyon will take shortcuts and cheap options wherever they can. They don't pretreat gardens for weeds, don't use sealing Polymeric Sand on pavers (meaning you'll have to reinstall it later), use a sparse amount of wood chips, and don't even install plants with the fertilizer around and the roots spread out when that is what was required by the city.
