Long story short, my car started overheating and thankfully I found this spot! Haven't come across a mechanic like this in about 10 years. pretty much all want to charge you just to talk and even after most don't even use the diagnostic fee toward repairs. That's crazy. I found Total Auto Care and called and spoke to Miguel who said there is no diagnostic fee unless he has to do special tests, in which case he could use these fees toward any repairs.
