After seven years of residency, I can confidently state that Fran Skarl is the most unprofessional property manager I have ever encountered. The culture at TimeConti is defined by rudeness and a complete disregard for tenant concerns. Their approach to maintenance is particularly egregious—repairs are handled with such poor workmanship that it borders on property neglect. Time Conti managed our Apartment in Midland WA for several years until 2024 when we sold. During this time, in particular Sam Wilson a Senior Property Manager there provided exceptional service - responded in a timely way to emails and calls, paid invoices on time, provided accurate financial records, liaised with tenants respectfully, referred us to competent tradespersons for repairs, and liaised with corporate bodies on our behalf.
