Repeated lack of delivery The circulation department at the Idaho Statesman has become a complete mess.Papers are not delivered. Notices to the paper via their Internet site are ignored. Phone calls to the paper go directly to the Phillipines (sp) and the problem continues. When I asked to speak to speak to someone in Boise, I was transferred to another out-of-country person.
