Need to have tenants clean up yard junk also hire a rescue place to come get all stray cats and neuter/ spade at least maybe provide a feed area after fixed. Its OK to have stray animals but tenants shouldn't abandon them. Rules should say no indoor/ outdoor cats or dogs .dogs must be on leash not chained up in yard and cats must be in catio on outside secure and no more than 1 hour due to extreme temp changes same as dogs.
