Any dentist that wants to put babies under age of 2 under to do dental work should be rid of their license. It is clear from studies that it isnt good to do at a young age. They make good money on it though. Your child can die while under general anesthesia. So what do you choose. your child's life or fixed baby teeth. Get a 2nd or 3rd opinion and seek a biological dentist.
