**A MASSIVE liability and a total failure of franchise standards.** I have documented evidence (photos and video) proving that this location has allowed a "permanent" panhandler to occupy this corner and their dining area for over three years. This isn’t a one-off occurrence; it is a systemic FAILURE of management. What is truly disturbing is the level of access this individual is granted.
