What an awful thing to do .. You can't hand out dogs to homeless people. It doesn't help the homeless person in the long run and what a miserable life standing on the corner begging for money. This keeps the unhoused unemployed and from going into rehab programs to help themselves.
I'm pretty much disappointed in SHAP. I just don't understand how someone can hand out puppies to the homeless. The homeless should be focused on themselves, trying to take care of their own self. Most of them are unable to take proper care of these pups that are being handed out, even with the help of other organizations. It is a huge responsibility for taking on a pet in a normal setting, much less living on the streets to be used as "bait" for cash. This project may have started out with good intentions, but it has evolved into a huge mess that perpetuities unhoused people staying on the streets and acquiring dogs for their own benefit while the poor animals are often neglected, tied up and left for hours, no water, and both begging for money, Yup, they saying is true, "misery loves company".
