Fastest service to be found – I was steered toward Special Smog Test Only by one of his competitors whose permit had been suspended about 6 years ago. When I got there, there was one car being tested and another waiting. The Vietnamese gentleman was a virtual whirlwind of activity, and I was tested and on my way within 20-30 minutes.
