They told me my car failed smog for OBD monitors not ready and needed to complete the drive cycle for it to pass. Couldn't get the check engine light to come on with the drive cycle. I ended up getting a voucher and taking it to a repair shop. They found absolutely nothing wrong with the car and it passed exactly as it was when the first place said it failed.
