Don’t give this guy a dime up front. He is a dead beat contractor! Your job will NEVER be 100 percent finished. If you do hire him be sure you put money aside for a lawyer. Once he gets money he disappears for long periods of time. The workmanship in the end it terrible because he doesn’t pay his subs.
