He refuses to fill maintenance drugs even though you've been taking them for over a decade. He expects you to go to another Dr. so they can fill your future maintenance drugs that he just refuses to do because he is afraid to do so. They worst exam I have ever had, was afraid to really even touch me. What kind of Dr. doesn't have the backbone to prescribe a patients medications. This tells me he is not willing to do what is right for his patients and has no business practicing medicine if he is a coward.
