Whatever has gone on here seems to have passed. The place looks like a dump and needs an overhaul. I suggest a live on property manager, that could entail resident meetings and neighborhood crime watch. Even narcotics anonymous meetings? I'd participate.
Afghanistan is nicer than this place.
