These jokers "built" the River Ridge Apartments in Altoona. I lived there for a year and here's what I came into on day one: * First off, it was still a CONSTRUCTION zone for at least 5 months after I moved in. Elevator wasn't installed, underground garage wasn't finished, carpet on stairs wasn't there, paint wasn't done, most other units weren't complete.
