Scammers. They will not listen to you they don’t care about anything. They just want your money and that’s it. I paid my dues as soon as I got the bill, but when I called they said it’s paid already so I cannot contest anymore. I have always paid dues and contest it later. They just need to open the roads since these roads are laid for by taxpayers like us.

Will be contacting the secretary of state. They are intentionally double charging CA drivers. I have a fast trac account with a CA plate and an out of state plate, both I regularly drive on the 91 express. My CA car is regularly getting toll violation notices from them, the out of state plate isn't.
I paid my toll for the 15fwy through the Toll Roads. I have an account with "The toll roads", I have a transponder through them and I always pay through them, every time I take that freeway. So I randomly got a notice from "Riverside Express" for that same exact toll, saying I owe THEM $12.06, but $122.60 is due. This absolutely is a scam. So I disputed it comma and then they reached back out to me and responded basically saying they can't find anything on the payment that I made through that other party.
