Yes, it is true that propane tanks can not be filled completely. I used to fill customers tanks at work. 4.7 is actually really pushing it as far as not being as safe as it should be. That’s why there is a date on each tank, the valve must have been new within 12 years, or it can be recertified if it has been tested and passed. The recert date should have an “E” with it. To the people saying they didnt know the refill propane tanks arent all the way full,no matter the size or the kind of propane tank,they never fill them to full.Its not possible to fill them all the way,there is always some that has to be bled off so a 5 gallon tank is only filled to 4.7,never more
