I can highly recommend Republic parking for those taking the FRS Clipper ferry to Victoria. When returning back to Seattle, be sure to get the parking pass either from the Canadian Customs or onboard the ship. It cut my parking rate from $75 down to $25. The garage has cameras for 24/7 security, a night guard, and is pretty clean.
Very safe, high security measures but very expensive
I prefer off-site parking in airports this busy.
