dont know how to fix contractors such as him, who does not do the job or ghost you after taking your money. i had similar situation after giving 1/3 of the deposit, realize it is not going anywhere, so attached work completion for payment, that ended the project completely. so watch out and don't pay unless work targets match with payment targets gets completed. just a point of caution
We wouldn't want this to happen to someone else. We hired Robert Keseyan, owner of Q&R Home Improvements, to install a concrete patio and steps in our yard. He was very friendly, found things we had in common, and came in under all the other contractors we interviewed in terms of cost. He said he could start right away and the project would be done within 3-4 days. He was very prompt to pick up his deposit check.
