My appointments was never on time even when I arrive punctually each time. The appointment start time is always 10-15 mins late. Recently I had to wait for 20 mins to get called in. Again, I arrived on time, but the doctor took someone in at the time when it's supposed to be my start time. AND, that person was late for his appoinment, I checked in first.
