Since the spring, my home has experienced a number of power fluctuations and drops that were very difficult to "catch." The problem became more frequent in October 2021and the home builder called in "Prime Electric" to investigate and resolve the problem - which they did! (Failing breaker on a meter on an outside distribution panel.)
