This is a SCAM from the beginning, they tell the customer in advance that they will add R-38 of blown in fiber glass insulation to the attic. In truth, they only add enough insulation to bring the customers "existing" insulation up to R-38. For example, if the customer has R-19 installed in the attic, Phoenix Insulation is only adding another layer of R-19.
