Not a scam at all. The listing had been hijacked. Phoenix Group International is ranked by Forbes as one of the Best Executive Recruiters.
Maybe a decade or more ago I made the mistake of signing up with this agency. I've been try to get this company to take me out of their database and email list for nearly as long, and they refuse to do it. Every time they list a job, I get triplicate of each email listing. The phone numbers they list in their emails do not work, and no one responds to their email address. I suspect their agency is some sort of scam. Avoid them like the plague.
