All of the above points are accurate. If you think you’ll be the lucky one who gets an excellent haircut for $15, you’ll likely be disappointed. The only scenario where it makes sense to visit this barber is if you’re looking for a very simple, basic haircut—essentially something a semi-experienced friend could do at home. On the positive side, the interior is pleasant, and hygiene standards are high.

I'll start by saying that the last time I was at Phil's (Frank's) was in early 2012, when I moved away from Winnipeg. For some reason I was thinking about the area today, and here we are! I always liked Frank, and back then the haircuts were ~$5.00 so really not much to complain about, but he did do a great job nevertheless. It's neat to see that the decor hasn't changed all that much (same green metal lockers is what stood out the most). Take care.

I guess the guy's name is Frank. I used to go to this barbershop regularly and had referred a few people as well. Unfortunately, my most recent visit was a very unpleasant experience. I called in the morning to ask if the shop was open since it is Christmas time. He picked up and replied rudely, saying, “I picked up the phone, didn’t I? That means I’m open. Kinda dry guy. Needs people skills . Rude . His cutting tools need to be sharpened cause they're dull.
