Absolutely horrible. As of today, May 31st 2019, they are working on rt. 23 in Marengo IL and they literally have traffic stopped both ways and as we sat there we timed it. they had traffic stopped both ways for 18.43 before allowing traffic to move. This is HORRIBLE for anyone in road construction or road work. Disgusting. I would give zero if I could.
