Do not trust any of the Pep Boys in the Leesburg area. We bought tires from them and they make a big deal how you get free tire rotation on those tires as long as you own them. We take the vehicles there to have our oil changed so we can also have our tires rotated. On two trips I marked the tires and after being told several times the tires were rotated I found they were still in the same spots.
