When I was fostering I hired Phillip Owens. I told him many times the games DHS was playing because I wanted him to know what he was up against so he knew how serious it was, he just kept smiling & then looked at my husband & said ‘is she always like that’ & laughed. Within the first 2 minutes I knew we’d lose because he was so unprepared. We did lose & when we left the hearing he said ‘Wow, I’ve never seen them go after a client like that before’.
