I'm not sure who to blame. I ordered roof shingles from lowes and was told they'd be delivered on the 23rd of September. I ask if they were sure and they (Lowes) said yes. I needed the roof on by the 26th of September. As of today, 6 October, still no shingles. Best date is 12 October. Had people to help with install on the 23rd and now I will most likely have to do it myself. Of course COVID was blamed. I talked to Lowes and threw the BS flag. I get the impression they could care less.
