The N-C employee told the buyers and me that there was a 10-15% moisture level in the crawl space and that there was fungus growing there and for a mere $7,500 they would fix it. For the presence of mold and fungus, moisture readings would have to of exceeded 20% during the course of the year. The presence of deteriorating insulation is an obvious red flag to a moisture condition.
