Man! Went to the shop after driving through a puddle of water with a scratching sound coming from the front right tire. Despite being a collision center, two gentlemen were very quick to at least take a look at my vehicle. Turns out there were a few pins missing around the plastic housing around my tire. Grabbed the pins and fixed that issue immediately. Sound was muted at this point, but not fully gone.
