I think the miller workers do an excellent job, yes u might see them sitting , but im sure there allowed breaks as well ! Remember this job is not for everyone, its hard work and just being out in the heat all the time takes a toll on those workers, so I say great job and and thank u for building our highways and stay safe !
They all sit on the side of the road with the paver blocking one lane. Nobody is working, machines are idle... Typical Miller.
