This builder and his trades unapologetically park their vehicles illegally on neighbouring private property, to avoid walking an extra few metres. Neighbours can ask them to park elsewhere until their blue in the face, but they will continue trespassing onto private property, blocking access to private parking, trampling garden beds and leaving litter behind. These builders do not behave responsibly or respectfully, and you may be forced to involve the police for a final resolution.
