At about 6:20 AM in Richmond, VA at the 2400 block of Jefferson Avenue, multiple pieces of construction equipment/vehicles began work for ML Bell Construction. This lot is surrounded by residential zones and broke both the city noise ordinance night hours (11pm - 7am) as well as the terms of their work permit.
