At about 6:20 AM in Richmond, VA at the 2400 block of Jefferson Avenue, multiple pieces of construction equipment/vehicles began work for ML Bell Construction. This lot is surrounded by residential zones and broke both the city noise ordinance night hours (11pm - 7am) as well as the terms of their work permit. My roommate works until 11pm and our neighbors include who work night shifts as well as elderly tenants at the affordable housing homes across the street. Used them for 2 retail location build outs in Virginia. Both were incredibly frustrating. Communication was difficult, both were delivered late (one was a month late on what was supposed to only be a 6 week build out), and both were significantly over budget. On top of that on the second build out they gave us bad advice on keeping the current HVAC that had been in place and we ended up having to close to replace it.
