We came in late March. The water is cold enough, no swimmers. If you want calmer waters then go to the end of the beach towards the lighthouse. This area has the most calm beach and waves. It requires ~0.5 mile walk down an artistically graffitied sidewalk.
Easy parking, little walk but magnificent views and the driftwood trees make for great pictures
If you are a tourist then do the tourist thing and go. Nothing like walking down a paved road covered in graffiti. Some very good artists I must say. Would not go again but it was something to do. It is a nice walk.
