Thanks! I jacked up the mower and took both wheels off. No matter where I put the control arm, the left side kept turning backwards and would not stop no matter what position the control arm was in. Both lock nuts on the left side linkage were loose. However, this in itself would not cause the problem due to the design of the linkage. Anyway, what I found was that the linkage was out of adjustment by almost 1 1/2 inches. That's a lot and how it ever worked is beyond my understanding.
