You must pay for a permit at the museum at Fort Apache which gives entrance to the museum and the ruins
So here's the story. Do you need a permit? No. Do you need a guide? No. Just drive to the ruins, no one is going to stop you. The site is centuries old and was excavated in the 1940's by Arizona State. They try to restore and support the buildings. At one time even had a souvenir store on site. Arizona petition the feds to make it a national park to protect the structures. They stated they would but the White Mountain Apache refused to allow them property rights.
