This person was the one in charge of building the water pump next door (without any notice) to the home I've lived in for 40 years, a home my father left us before he passed 25 years ago. Months after the pump was built it started to have this annoying whistling loud pitch sound. It has now become extremely harmful and the noise is making myself and my neighbor sick.
