MONEY OWED... I lived at Harbour Gates Apartments in Annapolis for over 8 years. I was pleased with the apartment and the entire staff at Harbour Gates. My complaint is with Kay Management. I set up automatic bill pay through Kay Managements payment service so my rent would always be paid on time. The next month after I moved out the $1766. rent payment was taken out again.
