As a teacher the options for one's 403(b) are directed by the school. My husband has been a client with Kades for about 20 years. The advisor has met with him regularly each year. The advisor has changed throughout the time with them 3-4 times. As another reviewer commented, the fees are quite high so now that he is able to roll the funds to an IRA he is doing so. The receptionist went above and beyond today on a phone call.

Trying to move money out of your own account to another provider is an absolute nightmare. They require a lengthy form (that you almost certainly need assistance from a financial advisor to fill out), a letter of acceptance from your new plan, and if you're a teacher, certification that you left your previous employer. That certification is requested digitally and takes a while to come in. Everything has to be printed and mailed and then they claim they never received forms. No contact after they get your 403b contributions. Fees are very high. Service is almost non existent. Took a Herculean effort on my partto roll over my account to Fidelity. When they did send the check they failed to specify it was a 403b rollover, delaying the deposit and requiring several phone calls to Fidelity, who did an excellent job helping.
