I hired Jonathan to replace my electrical panel. He told me I would pull the permit myself and pay the cost of parts plus an hourly rate based on how long the job took him to complete. Well, it took months to get it done because of his scheduling and because he didn't check for a grounding line before the inspection. He came back later for more money and said he charged the same rate for every electrical panel - not parts plus hourly rate - and that I had to pay him additional money for the grounding.
