Phil Mooney(Hopskins)? with IPro is a fraud. He is unlicensed, and won't pull permits despite his contract says that he would. His work is garbage, his ethics are garbage, and he is a garbage human. He will shuck and jive in your face, give you discounts, be your bff, bring your mail to you, and text you 1 million times trying make you feel like youre getting a deal!!!
