Looks like an abandoned crackhouse, for one. For two, I think when you tell someone to be there at 1pm to pick up a prescription, you should be open at 1pm for that person to be able to pick up that prescription, not 1:15 and keeping not only the person there to pick up the prescription waiting, but a bunch of other people there for appointments.
