The school district is really nice.
Management says that 8 hours a day (or sometimes more) of listening to someone else drag, drop, bang, and talk over their tv is acceptable noise levels for community living. Those are living noises and not malicious, so therefore they have a right to live in your apartment. The carpeting is 10+ years old, and there is no sound barriers between the floors, but it s your fault you can hear them talk.
