Ray Owens was the arbitrator for our case and he fell asleep multiple times during the hearing. When he was awake, the questions he asked showed us how little he knew about actual construction. He did not enforce a single ruling he made, even when it involved the safety of our children. We are not sure if he is too old and doesn't remember, but we would never trust him no matter which side we were on.
