Building outside of the city limits, not because of onerous regulations but because I couldn’t find a civil engineer willing to do the work. At least Hewitt returned my call but all I ever received after a year of trying was one $2,000 preliminary design….. Good place for a responsive civil engineer to start his/her practice.
